Hughes took a tour of the proposed route and scheduled a meeting between police captain Morris Redding of the Crime Prevention Bureau and SCLC leaders, the first direct meeting between the two sides regarding a Hiroshima peace rally planned for the next day. Hughes intended to be present to observe the rally.
