A community tension report authored by Robert Hughes and dated August 7, 1967. Items included are tensions caused in Atlanta by the unrest in Detroit and other Northern cities, concerns from NAACP officials that public housing programs are only reinforcing “ghetto” conditions, and the resegregation of the Lowndes County School Board. Hughes again advised commending Atlanta Police Chief Jenkins on the peaceful Hiroshima peace rally, but expressed concern, along with several black leaders, that he had been included on the Kerner Commission.
