Letter from David Ginsburg to Herbert Jenkins (September 19)

Two letters, from August and September of 1967 between Kerner Commission executive director David Ginsburg, and Police Chief/Commission member Herbert Jenkins. Jenkins emphasized the need for national police standards and suggested the involvement of the International Association of Chiefs of Police, as in his belief police were the first line in riot prevention.
